All faculty, staff, and students traveling to Cuba for University purposes must follow all requirements of the U.S. government and the University.
U.S. Government Requirements
Travel to Cuba is regulated by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC). All faculty, staff, and students planning to travel to Cuba must consult the University’s Export Controls Officer and Designated Cuba Representative, who will assist in determining whether a specific license from OFAC is required and in obtaining one as appropriate.
The University’s Export Controls Officer and Designated Cuba Representative can also answer any questions or concerns regarding export controls that may apply to your travel to Cuba.

University Requirements for Cuba Travel
All faculty, staff, and students planning to travel to Cuba for University purposes must do the following:
- Consult the University’s Export Controls Officer and Designated Cuba Representative (see above)
- Register your travel through the University's Travel Registry, which will also provide coverage through the University's international travel, heath, and security insurance policy.
- Submit a signed copy of the Cuba Travel Affidavit to travelregistry@umn.edu.
